Having just bought this kit, I can confirm you do sort of get two front legs.
The front leg is built up of two parts, with the top part with the cylinder either compressed or fully extended depending how you want the model too sit.
The only cut is if you want the Phantom to sit as in taxiing or just stationary you need to cut the extended oleo off, then fit the shorter compressed cylinder part.
